I would send the builder a copy of the above photo emphasising the dangers of this sort of thing. If tiles were blown off contact a roofer to access and repair the roof. Resulting in a few of our roof tiles falling off getting damaged. But first we want to stress that you should get those missing tiles replaced asap.

Find a local roofer to come out and repair or replace your tile roof. Missing roof tiles leave your home vulnerable to water damage. So if you notice some tiles falling off your roof there s a problem. As well as the top of your roof you need to consider the underside.
